County Clerks Fret over Same-Sex Marriage Licenses

As of March 23, 11 Illinois counties have started issuing licenses to same-sex couples who wish to marry, even though the same-sex marriage bill doesn’t go into effect until June 1. Leaving behind the legal arguments of waiting until June vs. issuing licenses now, county clerk offices also need to make preparations for dealing with the paperwork and data bases.
Sprocket Websites counts several county governments and governmental departments among our clients and we help them simplify procedures by doing more of their business online. Once Attorney General Lisa Madigan gave her opinion that counties might not want to wait until June, we were asked to update their marriage license systems.
Some web coding projects can be real hair-pulling puzzles to get figure out how to make certain functions happen. This was not one of those kinds of projects, but it did require an attention to detail that is not immediately obvious.
News outlets reported that the first same sex couple to be married was interviewed and the couple commented that they had to decide which one of them would be documented as "the bride" as required by the form. Details such as this and information not previously documented meant the application form had to be rearranged to accommodate new fields while still working correctly with pre-printed forms. Accessing the application and printing the forms at more than one location and with more than one printer complicated that task.
The Sprocket team pulled together input from all sides – the state of Illinois, the county clerk, the office personnel, the IT department and the couples wishing to marry – to quickly make the needed changes so the county was ready to begin issuing same-sex marriage licenses as soon as possible.
This wasn’t a major, expensive whole-website makeover, but it was a pretty big deal for the folks on both sides of the county clerk’s counter and we are happy we could make it happen for them.
